Wero on Billing for Adult Content: CASZIN Shows How It’s Done

Until recently, the prevailing view in the payment industry was that Wero could not be used to process payments for adult content. The applicable terms and conditions were widely interpreted as excluding adult oriented content completely. For operators of adult websites, this meant that photos, videos, live cam services and digital subscriptions could not, or could only with great difficulty, be processed through Wero.

CASZIN Identifies a New Opportunity

According to information obtained by CASZIN, a new option has become available since July 2026. The Dutch payment service provider PAY. is reportedly now certified to process payments for adult content via Wero. The service is intended to cover both individual content purchases and recurring payments for subscription models.

Important: The specific approval must be confirmed directly with PAY. before a contract is signed. Although publicly available information from PAY. confirms its Wero integration and support for one-time and recurring payments, the sections of the terms and conditions cited by CASZIN concerning MCC 5967, MCC 5968 and “Adult Content” could not be independently verified in publicly accessible sources.

What Exactly Is Wero?

Wero is a European payment system developed by the European Payments Initiative, or EPI. It is based on instant account-to-account payments and is initiated through the customer’s banking app or a Wero-enabled application. The customer selects Wero at checkout, confirms the payment in their banking app and the amount is transferred directly from the customer’s account to the merchant’s account.

Wero is therefore neither a conventional credit card payment method nor a cryptocurrency. It is a European digital payment system intended to create a unified alternative to international wallets and card networks.

Wero Is Growing Rapidly Across Europe

Wero is already relatively widespread in France. EPI reported a user base of more than 50 million people across Belgium, France and Germany. In Germany, usage is still developing but is expected to increase significantly by the end of 2026. Savings banks, cooperative banks and other major financial institutions are driving its introduction in e-commerce. [1]

In the Netherlands, Wero is gradually taking over the role previously held by iDEAL. The migration is scheduled to begin in 2026 and is expected to be completed by the end of 2027. For Dutch consumers, the payment process will remain largely familiar: they will continue to pay through their own banking app, while the new Wero infrastructure operates in the background. [2]

Why Wero Is Interesting for Adult Services

For providers of photos, videos, cam shows and other digital adult services, Wero is particularly interesting because of its immediate payment confirmation. The payment is authorized directly through the customer’s bank account. This means that access to the purchased content or booked live session can usually be activated immediately.

Wero may also be of interest to international providers because a single European payment method is intended to complement, and potentially replace, various national payment solutions. In practice, however, questions concerning refunds, buyer protection, age verification, data protection and chargebacks remain crucial.

Payment Processing Requires a PSP

An online content provider generally cannot simply integrate Wero directly into its website. It needs a Payment Service Provider, or PSP. A PSP provides the technical and contractual infrastructure required for online payments. This includes payment integration, transaction processing, payouts, fraud prevention, refunds and compliance with regulatory requirements.

The provider must enter into a contract with the PSP and disclose its business model in full. The type of content, the countries in which customers are located, the pricing structure, the planned use of subscriptions and the procedures for age verification and complaint handling are particularly important.

Many Well-Known PSPs Exclude Adult Content

Numerous PSPs and payment platforms already offer Wero or are preparing its integration. Examples include Mollie, Adyen, Buckaroo, MultiSafepay, PPRO, CM.com and PAY. [3] However, many of these providers continue to impose restrictions on pornographic content, live cam services or sexual services.

The mere fact that a provider technically supports Wero does not mean that an adult business will automatically be approved. What matters is always the individual risk assessment and the specific merchant agreement.

PAY. Is Reportedly Explicitly Accepting Adult Content

According to information available to CASZIN, PAY. is the first identified PSP that is expressly expected to accept adult content in connection with Wero. This reportedly applies both to one-time payments and recurring subscription payments.

According to the documents reviewed by CASZIN, MCC 5967 is intended to be used for adult services. Under this classification, high-risk payments are reportedly accepted. MCC 5968 is intended to cover recurring payments. In addition, “Adult Content” is reportedly listed expressly as an eligible category.

These details are particularly relevant to the industry because many providers accept digital content but exclude adult content or recurring payments from their terms and conditions. The reported approval by PAY. is said to have been newly certified in July 2026. Before publishing or integrating the service, merchants should nevertheless obtain written confirmation of the current terms and their specific approval directly from PAY.

Which Documents Does PAY. Require?

Anyone wishing to work with PAY. should first contact its sales team and describe the business model precisely. This should include, in particular:

  • Company name, legal form and commercial register extract
  • Company address and contact details
  • Identification documents for the managing directors
  • Information on beneficial owners, known as UBOs
  • Bank details for payouts
  • Description of the website and the content offered
  • Sample pages or test access to the platform
  • Pricing overview and planned payment models
  • Information on one-time payments, credits and subscriptions
  • Details of age verification and youth protection measures
  • Privacy policy and legal notice
  • Withdrawal, cancellation and refund policies
  • Information on expected turnover, target countries and transaction volume
  • Proof of rights to the content offered

PAY. may also request additional documentation concerning anti-money-laundering procedures, risk management, moderation processes and chargeback handling. Approval for standard e-commerce payments does not automatically constitute approval for adult content.

In their inquiry, providers should explicitly state that they intend to use Wero for adult content. They should also ask specifically whether one-time payments, credits, live cam billing and recurring subscriptions are permitted.

Will Wero Become the European PayPal?

It is not yet possible to determine conclusively whether Wero will become the “European PayPal.” However, Wero has one significant advantage: it is backed by European banks and is designed around immediate account-to-account payments. By integrating Wero into existing banking apps, the system could achieve broad reach without requiring consumers to create an additional wallet account.

Nevertheless, a direct comparison with PayPal is only possible to a limited extent. Contrary to a frequently repeated assumption, PayPal is not generally approved for all forms of pornographic or sexually oriented digital content. Whether a service is permitted depends on the specific offering, the country, the contract and the applicable PayPal policy. Providers should therefore not assume that PayPal universally accepts adult content.

Are Wero Payments Less Expensive?

Because of its direct account-to-account structure, Wero may generally be more cost-effective than card-based payments. However, it is currently impossible to provide a general answer as to whether fees through PAY. will actually be lower. PAY. does not publish a single, publicly available fee schedule specifically for adult merchants using Wero.

Adult content may result in additional costs because of the increased risk involved. These may include individual transaction fees, monthly charges, reserves, review fees, chargeback fees or surcharges for recurring payments. The decisive factor is therefore the specific offer made by PAY., not merely the technical characteristics of Wero.

What Providers Should Check Now

Operators of adult websites should first clarify whether PAY. accepts their specific business model. In particular, they should describe content featuring performers, live cam services, user-generated content, erotic chats, credits and subscriptions individually. Requirements relating to age verification, consent documentation, moderation and protection against the non-consensual distribution of content are equally important.

Only after this review should the technical integration begin. For most providers, it will probably make sense to offer Wero initially as an additional payment method alongside cards, bank transfers or other specialized adult payment solutions.

Conclusion: Start Discussions Early

Wero is not yet established everywhere in Germany. However, its adoption is being strongly promoted by banks and payment service providers. In France, the system already has a large user base, while the migration from iDEAL to Wero will provide additional reach in the Netherlands.

If PAY. does indeed enable the long-term and explicit processing of adult content, this would represent an important development for the industry. Providers should therefore not wait too long before reviewing approval requirements, fees, reserves and technical prerequisites. Contract negotiations, compliance reviews and integration take time—especially for a business model that continues to be classified as high-risk by many payment service providers.
